SimplyTapp, which provides Host Card Emulation (HCE) solutions for mobile payments, today announced a developer platform for card issuers and mobile application developers, according to a press release. In addition, as of now through September 29th, anyone signing up will receive a $5,000 credit on platform usage fees.

The SimplyTapp developer platform takes an automated approach to enabling existing mobile applications to act as "card present" payments at in-store locations, according to the press release.
