It looks like "Project Oscar" has been officially launched — or at least its website has been. The project also has a new name: Weve.

Weve is the joint venture between British wireless carriers Vodafone UK, Telefonica's U.K. brand, O2, and Everything Everywhere. Launched last year, the consortium was intended to be a one-stop shop and platform that would allow third-party providers to reach the carriers' combined subscriber base in Great Britain.

The three carriers boast 80 percent of the U.K.'s mobile subscriber base, a fact that caused number-four U.K. carrier, Three, to try and block the effort through the EU's antitrust authority. But Weve received regulatory approval early last month and is now looking to attract service providers.

Not much information has been provided by Weve at this point, but the website suggests that the venture will focus more on mobile marketing and services than on mobile payments. (Vodafone's announcement that it will be launching a mobile wallet next year would lend credence to that theory.)

According to the website, Weve "gives businesses access to a single, consolidated consumer base, via a single set of services based on industry communications and security standards." Additionally, Weve says it has "created the ability for advertisers, retailers, banks and many other organizations to connect to a large-scale mobile commerce platform via a consistent set of technologies and standards, without having to duplicate effort."
